ON
‘DEMOCRACY & QUALITY OF DEVELOPMENT’
Call for Papers
The Department of Economics, Kaliyaganj College is going to organize a national seminar on ‘Democracy & Quality of Development’ (গণতন্ত্র ও উন্নয়নের মান) on 3rd March, 2017 (Friday) in collaboration with Society for Economic Research in Bengali. SERB has launched a biannual peer-reviewed Bengali Journal in Economics, namely ARTHABISLESHAN with ISSN 2321-1903, where quality research output is published. The major objective of this seminar would be to encourage the potential Bengali researchers of Economics to publish their research outcomes and thereby inculcate a habit of economic research in their mother tongue. Professor Gopal Chandra Mishra, Hon’ble Vice Chancellor of University of Gour Banga will inaugurate the Seminar in presence of Professor Anil Bhuinmali, Hon’ble Vice Chancellor of Raiganj University. Professor Sugata Marjit, RBI Professor of Centre for Studies in Social Sciences, Calcutta & Chief Editor, ARTHABISLESHAN & founder member of SERB will deliver the inaugural lecture of the seminar. Invited speakers and paper presenters will express their views regarding several issues of ‘Democracy and Quality of Development’. The teachers and researchers of universities and colleges and research institutes will participate in this seminar. Selected papers from this seminar will be published in ARTHABISLESHAN.

আলোচনা-চক্রের শিরোনাম: “গণতন্ত্র ও উন্নয়নের মান”
‘গণতন্ত্র’ যেকোনো দেশেই সাধারণ মানুষের স্বাধীন চয়নের স্বপ্নপূরণ করে, রাজনৈতিক যোগদান ও মতপ্রকাশের অধিকার প্রতিষ্ঠার সুযোগ দেয়। অন্যদিকে, ‘উন্নয়ন’ জনসাধারণের কল্যাণসূচক হলেও তার সঙ্গে গণতন্ত্রের যোগসূত্র নিয়ে তর্কের অবকাশ রয়েছে। কেউ কেউ কোরিয়া, তাইওয়ান, ইন্দোনেশিয়ার দৃষ্টান্ত টেনে বলেন ঐসব অর্থনীতির উন্নয়নের সাফল্যের পিছনে রয়েছে নিরঙ্কুষ রাষ্ট্রতন্ত্রের সফল ব্যবস্থাপনা; সেখানে ভারতে বহুদলীয় রাজনৈতিক গণতন্ত্রের আড়ালে চাপা পড়ে গেছে উন্নয়নের ত্বরণ। অন্যদিকে, কিছু বিশ্লেষকের মতে, স্বাধীন মত-প্রকাশের অধিকার যেখানে খর্ব হয়, সেখানে ঢাকা পড়ে থাকে উন্নয়নের একটি বিশাল মাত্রা। কারণ, গণতন্ত্র দীর্ঘস্থায়ী উন্নয়নের সঙ্গে জড়িত(Olson,1993) এবং জীবনযাত্রার গুণমানবৃদ্ধি গণতান্ত্রিক রাষ্ট্রব্যবস্থাতেই সম্ভব (Kosack, 2003)। অনুন্নত দেশগুলির অধিকাংশই একনায়কতন্ত্রের অধীনে, যেখানে ধনী উন্নত দেশগুলির সিংহভাগেই দেখাগেছে গণতান্ত্রিক কাঠামো (Przeworski et al, 2000)।
এইভাবে গণতন্ত্র ও উন্নয়নের মধ্যে সংখ্যাতাত্বিক বিশ্লেষণের ইতিহাস বেশ পুরানো; এর শুরু সেই দ্বিতীয় বিশ্বযুদ্ধের পর থেকেই। প্রায় ১০০টা দেশের গণতন্ত্রের সঙ্গে তাদের উন্নয়নের সমন্বয় নির্ণয় করে এখনো পর্যন্ত কোনো জুৎসই উত্তর খুঁজে পাওয়া যায়নি। গত ৩০বছরের তথ্য বিশ্লেষণ করে দেখা গেছে, গণতান্ত্রিক সমাজব্যবস্থা ও নীট অর্থনৈতিক উন্নয়নের মধ্যে একটা ধনাত্বক সংযোগ রয়েছে যদিও সেই সম্পর্কের ভিত খুব দুর্বল।
(a) গণতন্ত্র, অর্থনৈতিক প্রবৃদ্ধি ও উন্নয়ন;
(b) গণতন্ত্র ও জীবনযাত্রার মান;
(c) উন্নয়নের নিরিখে স্বৈরতন্ত্র বনাম গণতন্ত্র;
(d) উন্নয়নের মান নির্ধারণ ও নিয়ণ্ত্রণ এবং রাষ্ট্রের ভূমিকা;
Interested persons willing to contribute paper in the above national seminar are requested to submit full paper on any of the sub-themes or related to the main theme written in Bengali (English words may be used where necessary) along with an abstract, and a separate sheet with Title and abstract of the paper, affiliation, e-mail and contact number in English by January 31, 2017. The soft copy of the paper should be sent to the convener of the National seminar. There will be no registration fee for participation in the seminar.
